A Black History Month program will be given by Booker T. Washington alumnus Col. (Ret) Richard Toliver, USAF.

The program and book signing will take place at 1:00 p.m., on Saturday, February 26, 2011, at the Bossier Parish Library Historical Center.

The center is located at 2206 Beckett St., Bossier City, LA.

BTW on Historical Register?

A January 13, 2011 story in the Shreveport Sun reports that efforts to list BTW on the National Register of Historical Places has begun.

Apparently school board member and BTW alum Professor Willie Burton has asked school officials to look into this possibility.

The article quotes Professor Burton as saying "I'm a historian. Booker Washington was built as a modern school for blacks. Many great leaders here are graduates of BTW."

Burton is further quoted as saying "Our attorneys are looking into this."

BTW is certainly a "historical site" in Shreveport and has overall historical value to this city, state and the nation. BTW represents a period in this nation's history that many now try to revise if not outright forget.

Professor Burton could also have pointed out that graduates of BTW have distinguished themselves all over the country and the world for that matter.

Of course BTW has the character and historical significance to be preserved for future generations to enjoy, study and behold as a testament to the perseverance of black Americans.

The Louisiana Department of Education (LDE) released the 2010 list of unacceptable schools.

Although BTW New Tech High improved to 59.8 from a 2009 score of 58.4, that still falls short of the 60 mark.

We continue to wish the lions the very best as they struggle for success in the accountability process.

iLEAP

It would appear that our grade 9 iLeap results improved over 2009.

ELA results indicate that 31% scored basic and above compared with 47% scoring basic and above for 2010. This is a 16 percentage point improvement.

Key to this finding is the fact that there was a 9 percentage point improvement in the number of students scoring at the Unsatisfactory level. Down from 22% in 2009 to 13% in 2010.

Math iLEAP scores also improved year over year. 42% scored basic and above for 2010 as compared with 29% for 2009, a 13 percentage point improvement. Again, the number scoring unsatisfactory went from 44% in 2009 to 21% in 2010.

GEE

2010 GEE results, however, showed overall deterioration.

ELA results indicated 37% scoring basic and above as compared with 49% in 2009 for a net 12 percentage point change.

Math results came in at 36% basic and above for 2010 as compared with 43% in 2009 for a net reduction of 7 percentage points.

Not sure if these mixed results will translate into an overall improved School Performance Score.

However, the nice improvements by the 9th graders could signal good things for the future. These will be our 10th graders next year and hopefully with a solid foundation for learning.

Obviously a total turnaround for a whole school is next to impossible in one year. But, it does appear that BTW New Tech may be off to a good start.

School Performance Scores Increased

The Board of Elementary and Secondary Education (BESE) recently voted to increase the minimum School Performance Score (SPS).

The minimum SPS will increase from the current 60 to 65 in 2011.

The minimum SPS will again increase from 65 to 75 in 2012.

Remember, the state goal is to have all schools at 120 by 2014.

This site previously provided information indicating that an increase was very likely in the near future.

Race to the Top Proposed Plan Released

The Louisiana Department of Education, today, released a proposed plan for its application to compete for additional dollars under this federal education initiative.

Race To The Top or R2T as it is becoming known, is seeded with some $4.35 billion. States will compete for these dollars as part of efforts to improve troubled schools.

Some indicate that Louisiana could reap as much as $250 million which could also include up to $500,000 per year for four years for individual schools accepted into the program.

This is a very high-stakes process and it obviously could, someday, impact BTW as well as other district high priority schools.

Attendance/Enrollement History

School attendance is being tracked and published on a weekly basis as part of an effort to reduce dropout rates. This activity will cover the entire month of September, 2009.

The most recent report shown in The Times on September 27, 2009 indicates a 7.5% absence rate for BTW.

This is based on a total average enrollment of 342 with an average of 26 students absent.

For the District, the enrollment was 41,182 with 2,025 absent generating a 4.9% absence rate.

According to The Times report, this effort is "...a collaboration of school districts, the Alliance For Education and the Community Foundation, all partners in the Learning to Finish initiative to reduce dropout numbers."

We certainly hope that all interested BTW supporters are viewing this information. And, of course, taking steps to make sure our students are attending school on a regular basis.

With some pushing for even more time in school as a way of improving achievement, clearly our community must make regular school attendance a top priority.

Minimum School Performance Score Going Up

State superintendent Paul Pastorek now indicates that the minimum score is going up. According to a recent Times story, Louisiana started its improvement journey in 1999. In the beginning of the process, the minimum score was 30.. It moved to 45 and in 2005 it moved to the present 60 out of a possible 150.

Apparently the superintendent did not indicate when he wants to make this move.

The state average performance score is 86.3.

This of course places additional pressure on BTW and others striving to exit AUS status.

I can easily see a recommendation to move the minimum to 75.

I would certainly approach things from now until the change is debated and actually implemented as if it were something in the 75 to 78 range. Clearly, 60 is on its way out.

School Performance Scores for AUS Schools Released

On August 28, 2009, the Louisiana Department of Education released the 2008-2009 school performance scores for the AUS schools. The four AUS high schools in Caddo scored as follows:

BTW...58.4
Fair Park...51.0
Green Oaks...49.4
Woodlawn...49.4

A score of at least 60 is needed to shed the AUS label
The state goal is for all schools to be at 120 by the year 2014

With the implementation of the Caddo Plan this year, we hope to see BTW and the other high schools exit AUS status next year.

ACT Scores for Louisiana-2009

A national tool for evaluating college readiness is the ACT score. The results for the 2009 graduating class are now in, and being reported by ACT at http://www.act.org.

On a national level some 23% of all students tested met the readiness benchmark in all four subjects, as compared with 15% in Louisiana.

It is very important as parents and alums that we are aware of these scoring trends and that proper steps are taken to improve our results.

We must consider that Louisiana's Tuition Opportunity Program for Students (TOPS) requires a score equal to the prior year's state average to be considered for the OPPORTUNITY AWARD. Currently a minimum score of 20 is required.

As college costs continue to increase, scholarship money can not and should not be left on the table due to lack of performance.

The alumni community wishes to welcome the entire Lion family back to school for an exciting new year.

It has been a long hot summer, and we suspect everyone is ready get started. Time to renew old friendships and of course establish new ones.

This is a critical point in our school history. Our new theme around technology offers great promise. Once fully implemented , we believe our students and parents will embrace this approach to learning.

Although new tech starts with the 9th and 10th grades this year, it will eventually encompass the entire student body.

Our 11th and 12th graders are the campus leaders and we know they will continue to pursue academic excellence as they close in on "life after high school."

Mr. Emmanuel Hudson is our new Band Director

According to a July 9, 2009 story in the Shreveport Sun, Emmanuel Hudson is now leading the marching Lions. Hudson has an impressive resume including being an honors grad from Southern University, Baton Rouge, with a degree in Music Education.

A parents only meeting with Hudson is scheduled for 6:00 p.m. on July 13, 2009.

The Sun announcement also indicates that band camp registration and orientation will be Monday, July 20. Practice will take place from July 20 to August 13.

In addition, those interested in Flag Line, Majorette or Dance Line should attend a 4:00 p.m. meeting on July 16, 2009.

New Technology Foundation

"New Technology Foundation is a school development organization that assists communities across the country in creating a 21st century high school modeled on Napa's New Technology High School. Entering its 12th year, New Technology High School is an internationally recognized public school in the Napa Valley Unified School District, selected as a model for replication by the Bill and Melinda Gates Foundation."

The CPSB is working with New Technology Foundation in bringing BTW New Technology online.

Dawkins Leads New Tech Site Visit

Although the hour was indeed early (around 5:00 a.m.) and with storm clouds swirling overhead, Dr. Gerald Dawkins led a group of Caddo system staff and community participants to visit a Dallas area New Technology program on April 2, 2009.

The New Tech model will be deployed this fall as a part of The Caddo Plan for the historic Booker T. Washington High School.

Our president, Dr. G. Jeane Nichols and alums Gloria Finister and Lieutenant Jackson were also part of the group.

The BTW PTSA was represented by members Debra Bell, Alisha Davis and Veronica Ivy.

High school director and long time Caddo educator Roy Thomas clearly was the system field general and operations point person for this excursion.

The Caddo contingent visited the campus of R.L. Turner High School (Carrollton, TX) which is part of the Carrollton-Farmers Branch ISD. Housed on that campus, is the Math, Engineering, Technology, and Science Academy (METSA).

Mr. Lance Campbell is the Turner principal and Ms. Mansoureh Tehrani is the METSA program director.

The Caddo group toured the METSA academy which began its operations during the 2007-2008 school year.

Student guides conducted very informative classroom visits that allowed for close observation of the technology and learning environment. It was impressive!

Students appeared very relaxed and at ease with their computers. Computer screens displayed individual creative project contributions as well as other shared content.

Random student inquires confirmed enthusiasm and appreciation for this approach. Students beamed with a sense of personal pride and accomplishment. They were eager to explain their projects and communicated in an effective manner.

All seems very positive and should serve to excite the BTW family for the kinds of experiences that await our students.

Dr. Dawkins confirmed that the Caddo School board has already appropriated an initial investment of some $1m. for the implementation of the New Tech model at BTW. It will also have a Math and Science emphasis.

Although we have the utmost confidence in Dr. Dawkins and his team, our implementation will present significant challenges. In my view, the greatest impediment has been the slow response by the state ed department to the overall Caddo Plan.

Our lead time has clearly been adversely impacted and may cause some activities to be compressed. However, I am confident this superintendent and his team are committed to overcoming these challenges.

Nevertheless, the BTW alumni community and friends of BTW should be ready to support the superintendent in this Herculean effort. We should be on the look out for opportunities to help and if called upon by the superintendent for assistance, we should respond without delay.

Share this information throughout the BTW family. The more we understand about the planned transformation of BTW, the higher our probability for success.

New Tech means a new day and a new opportunity for the mighty lions. I believe we are ready for a change. How about you?

BTW Prepares for the 21st Century

BTW already enjoys a rich and proud history in the Shreveport and surrounding area. First opened in January, 1950, it once served as the only high school option for generations of African Americans.

Over the years this proud and stately institution has stumbled. Changing demographics and the requirements of the state's accountability system have combined to cook up an almost lethal brew for BTW.

Down but certainly not out, BTW is again about to make history.

BTW is slated for what could easily be described as a complete transformation. It is about to join an emerging trend and become a part of the New Technology environment.

That's right. Our beloved BTW will become BTW New Technology High School when it opens for the 2009-2010 school term. Beginning with the 9Th and 10Th graders, BTW will adopt an exciting new learning model.

With heavy use of computers, our students will move to a platform designed to enhance what are sometimes called "soft skills." Through a project based learning technique, our students will master content by using real world problems.

This collaborative environment supports development of such skills as teamwork, critical thinking, a strong work ethic, presentation and writing skills and others. All of which will make our graduates better prepared for life after high school.

We will report on this transition using the label of "NEW TECH." In that manner, you can follow this truly history making process.

BTW Class of 1957 Makes Cash Award to School

According to a report in the February 26, 2009 edition of the Shreveport Sun, the class of 1957 presented BTW with an $1800 cash award. The money is designated for two $500 scholarships and $800 to be used as incentives for the spring GED graduates.

The Shreveport Sun photo shows class members Willie Bolding, Joyce Orr, Lucy Wright, Johnnie Thomas and principal Dr. Curley White.

The Alumni Foundation salutes the Class of 1957 for this show of school support.

BTW Issues Cited in Recent Article

According to a Times news story on January 11, 2009, state education officials spent time reviewing all low performing schools. That review of course included Caddo and our BTW. The following concerns were listed in the article.

-A lack of urgency and general level of complacency is evident toward academic improvements.
-A serious school wide problem exists with tardiness, truancy and inconsistent discipline policy enforcement.
-A reconstitution plan was developed, but there is no documentation to show all actions have been addressed.
-Few teachers are engaging students in rigorous learning activities to improve student performance.
-For a student population of 456, 904 suspensions were reported.
-About 57 percent of sophomores and juniors read and write below grade level and 65 percent function below grade level in math.
-The average school performance score is 50.6.

It is apparently against this backdrop that further state recommendations and/or actions are forthcoming for BTW.

BTW and Other Local Schools Closer to Learning Their Disposition

State superintendent Paul Pastorek has made his recommendations public as to what he wants to do with 33 low performing schools in the state. BTW is one of the 33 schools covered by today's news.

The BESE board is scheduled to further consider this matter on Wednesday, January 14, 2009. A vote could come on Thursday.

Linear Middle and Linwood Middle are being recommended to enter the Recovery district effective July 1, 2009.

BTW and other impacted Caddo schools are recommended for continued local control but under very tight state requirements. These requirements are to identified in a Supervisory Memorandum of Understanding.

The local board apparently must agree to comply with the terms of the SMU within the next 60 days and also make adequate progress toward implementation of a plan during the first year of the agreement. If not, schools will then be scooped up into the Recovery District.

The Caddo Plan And Its Potential Impact on BTW Students

Of course, this plan does appear to have the support of the local school board. However, it must also receive state approval.

Alums and friends are encouraged to comment here regarding your feelings on this possible change.

Could a state takeover actually be more of a benefit to impacted Caddo students?

The state would apparently enjoy greater latitude in dealing with sticky personnel issues than would the district because of the local union. (Or so says the state superintendent)

Could state control finally solve the problem of a shortage of certified teachers in the involved schools?

Does The Caddo Plan appear to be just more of the same NCLB carrot and stick stuff that has not and is not working?

Does The Caddo Plan place any increased expectations for change on students and parents? What would the state do in this area?

Does The Caddo Plan provide for mental health and other related services? Would the state address the need for such services?

Can The Caddo Plan point out specific school districts in the United States that are using these tools and quantify their success?

This list is intended to provoke a conversation about student achievement and success. It should not be viewed as being either for or against state takeover.

On November 7, 2008 the Louisiana State Department of Education released individual school and district level scores. An article also appeared in The Times on November 8, 2008 regarding these results.

You may view the department's release and attachments by going to http://www.doe.state.la.us/

BTW alums and friends must stay up on these results as they relate to our school.

Today, we are providing a brief snapshot in this forum.

The goal of this state's accountability system is for all schools to be at a score of 120 or higher by the year 2014.
BTW has a 2008 Baseline SPS of 54.9 (remember the goal is 120 by 2014)
BTW experienced growth of 3.1 although our growth target was 8.7
BTW has a growth label of "Minimal Academic Growth"
BTW has a performance label of "Academically Unacceptable" ( a minimum score of 60 is needed to avoid this label)

Our challenge as alums and friends of BTW is to direct our activities and energy toward helping the school achieve its vision of Academic Excellence.

The foundation met on November 17, 2008. Highlights include:

Dr. Curley White, Principal, provided the group an overview on and his impressions of the recently published district reorganization plans.
Ms. Deloris Lynch, API, provided an update on the ACT Testing Program.
The group voted to continue its financial support of the ACT Testing Program.

Superintendent Wants to Make Significant Changes

In a November 1, 2008 Times story by reporter Ashley Northington, Caddo superintendent Gerald Dawkins apparently wants to shake things up significantly at the area's 11 low performing schools. BTW is among the 11 schools.

A major feature of the changes being considered is to declare "...all jobs in the parish's 11 academically unacceptable schools be vacated and the schools be reconfigured."

Apparently positions would then be open at each of the campuses for any and all applicants.

Additionally, it is reported that BTW would be reconfigured into BTW New Technology High School.

Core academic subjects would continue to be taught, however, with more focus. There are apparently no plans for admission requirements

Based on initial reported comments from selected school board members, it appears Mr. Dawkins has board support for the recommended changes.

Of course, these changes would also require state board approval as well.

Although these steps do appear radical indeed, they nevertheless pretty much follow the menu of choices available to a district under the state accountability law. In fact, the requirements for schools in SI 4 appear to include all or some of the following:

1. replace school staff;
2. implement new curriculum;
3. decrease management authority;
4. contract an outside expert;
5. extend the school year or school day;
6. restructure.

BTW Alumni Breakfast

BTW recently announced its homecoming activities that include the annual alumni breakfast.

The alumni breakfast will be held on October 31, 2008 at 9:00 at the school. The cost is $5.00.

This year's Homecoming theme is "Royalty Under the Moonlight." The coronation will be held Thursday, October 30, 2008 at 6:30p.m..

A Homecoming Fest and Tailgate Party will be held at 3:00 p.m., while the gridiron contest will take place at 7:00 p.m., both on October 31.

ACT Scores for Louisiana-2008

The Louisiana Department of Education recently reported 2008 ACT test results.

Overall, Louisiana students scored an average of 20.3 in 2008 which is up from 20.1 for 2007.

This compares with a national 2008 average score of 21.1. In 2007, the national average was 21.2.

African American students scored an average of 17.4 in 2008, up from 17.0 in 2007.

The national results for this group was 16.9 in 2008, down from 17.0 in 2007.

The state's press release noted that "Louisiana's African American and Asian American students demonstrated the greatest subgroup gains in the state."

There is clearly a need to monitor and work to improve our ACT results in the African American community. These test results are used for college placement by many state institutions.

In addition, in 2008, it took an ACT score of 20 to be considered for Louisiana's Opportunity Award, which is a part of the state's TOPS program.

The Louisiana State Department of Education released information on Friday, August 1, 2008 that reflects the current status of the mighty BTW Lions. Although the Lions showed a 1.5 improvement over 2007 results, it was not enough to reach the critical score of 60.

The Lions improved from 53.4 to 54.9, just 5.1 points away from 60.

In fact, the Lions fared somewhat better than any of its immediate peers.

From a process standpoint, it appears that Department recommendations will take place in the August/September time frame. Those recommendations will follow consultations between state and local officials.

Deputy Superintendent Ollie Tyler adds "This is leading edge work for which there is little precedent. our deliberations will involve fair assessments of the schools, but ultimately will center on the compelling interests of the children in these school communities."

Clearly, these are uncharted waters in the long and proud history of BTW. We do however, agree with Deputy Superintendent Tyler, the interests of the children must be superior to all other considerations.

The report on BTW provides a great historical perspective in many key areas. Keep your eye on the Baseline School Performance Score (SPS). Starting with the 2004-05 school term, a minimum score of 60 was required to avoid the dreaded label of Academically Unacceptable School (AUS).

As you can see, BTW scored 53.4 for the 2006-07 term. Consequently, we are in the AUS 3 category that requires more stringent measures as discussed previously.

We have also included the district American College Test (ACT) results for all high schools.

We trust this information is helpful to alums and friends of BTW. Our greatest weapon in the battle for excellence is KNOWLEDGE itself. Next of course, comes your willingness to join the foundation in support of our vision.

Are Reconstitution Plans in the Works for BTW for the 2008-2009 Term?

An article appearing in The Times on Sunday, June 15, 2008, states in part "Ten schools-Barret, Caddo Heights and Oak Park elementary schools; J.S. Clark, Linear and Linwood middle schools; and Green Oaks, Booker T. Washington and Woodlawn high schools- will undergo reconstitution this year. (note only 9 schools are listed-was Fair Park accidently omitted)

An 11th school, Bethune Middle, traveled that road two years age. Bethune escaped state takeover this year after Caddo agreed to make changes required by state education officials."

It appears Reconstitution is the next step in a list of state sanctions when a school enters its third year as an Academically Unacceptable School.

We will post the latest version, from the Louisiana Department of Education's Web site, of what we believe is the shell of a reconstitution plan. This will provide the alumni community an idea of what could be the scope of such a process if implemented.

Louisiana House Should Pass LA 4 Bill

The Louisiana Senate has passed SB286 and it is now in the hands of the House. This bill provides for the implementation of universal early childhood education in this state. Although this bill takes a phased in approach, it does nevertheless clearly point the state in the right direction.

The value of early childhood education and in particular the LA4 program is well documented.

This type of training should be made available to all students in our state without a needs based test. That is the direction we are headed and we concur with this movement.

So please get involved. You can go to http://www.legis.state.la.us and make your voice heard.
There you can identify your representative and send a quick email asking for their support.

The BTW family and community should certainly look to leverage our Telecommunications magnet component as this industry continues to take shape locally. Alums and friends of BTW should be alert to any and all opportunities for our students and campus to participate in this market.

The Passing of a Legend (Mr. Andrew Harris)

The Shreveport Sun ran today as usual. Just as it has for the last 30 years or so, Mr. Andrew Harris was again involved. However, today marks a historic day in the history of the Sun and the city. You see today's edition of our paper features coverage of the funeral services for Sun Editor Andrew Harris.

There he is on the front page. Looking at you as if ready to deliver one of his famous one liners, as only Andrew could do. With a straight face, and the voice of an accomplished sage, he was known to let loose some pearls of wisdom with machine gun speed.

Andrew departed this life for a greater place on Wednesday morning, April 2, 2008. A 1960 graduate of BTW, Andrew was a formidable leader in this community.

The entire BTW alum community wishes to extend its sympathy to the Harris family. We pray that you know others share with you in the loss of your loved one and our dear friend.

God can and will sustain you in the difficult days ahead. Lean on Him and trust in Him.

Thanks Andrew for your friendship and support of BTW over the years. You have earned your rest. Now, enjoy the place that was prepared just for you. We hope to see you on the other side where we can get your take on "them" Cowboys and other important and not so important issues of the day.

Improving the Lives of Children

Recently, Mrs Alma Powell, chair of the America's Promise Alliance, launched a nationwide campaign to contain and reverse the adverse high school drop out crisis.

The new program is called 15 in 5. The idea is to reach 15 million mostly at risk young people in the next 5 years with the five promises.

The five promises are:
-Caring adults
-Safe places and constructive use of time
-Healthy start and development
-Effective education for marketable skills and lifelong learning
-Opportunities to make a difference through helping others.

We have created a link to the 15 in 5 Web site. This is a great site and offers outstanding resources for anyone interested in kids and their education.

The BTW Alumni Foundation is proud to link up with this initiative which is also central to our purpose.

Please share this information with others. It is clear that a commitment from the community is needed to improve not only our beloved BTW but more importantly, the lives of the children we treasure.

State Football Champions 1964-65

This is the winning team. It was on December 11, 1964 before a packed house at the old SPAR Stadium. The BTW Lions fought off Peabody High School of Alexandria to win the I-AAA Championship by a score of 20 to 18. I can still feel the excitement and hear the roar of the crowd as the game clock confirmed our victory. Thanks to a group of young men led by a brilliant head coach, the one and only Leonard C. Barnes, for insuring the BTW Lions a place in the history books forever.

Those were the days! And with the help of a committed alumni support group, The Lion is Coming Back!!!!!!!!!!!!!!!!!!!!!!!!

Stewart Recognized as Outstanding Leader

Carl E. Stewart, 1967 graduate of BTW, was recently recognized by The Times as one of 10 "community members who are leading the way." Stewart, who serves as a Judge for the U.S. Fifth Circuit Court of Appeals is also a graduate of Dillard University and Loyola University School of Law.

According to the published profile, Judge Steward is married to Jo Ann Southall Stewart, and they have three children, Carl Jr., Karella and Kyle; three grandchildren.

"The kinds of struggles people had, not necessarily criminally, were things that were better if they had a lawyer-legal representation," Stewart said. "My father always encouraged me and my two brothers to reach out and help other people in our climb upward. We have a family ethos of launching out and trying to achieve in a profession that gives us an opportunity to give back to the community.

Stewart is a much sought after speaker in this community. This writer has been personally moved by his motivational commentary. He displays a rare blend of raw intellect, compassion and wisdom.

Judge Stewart is a board member of the Norwela Council Boy Scouts of America. And according to The Times report, "considers the work he has done with the Boy Scouts to be one of his proudest accomplishments."

The BTW Alumni Foundation is proud to join this community in congratulating Judge Stewart for his most recent honor. It is a well deserved.

The second annual Alumni Breakfast was held on the beautiful BTW campus on Friday, October 19, 2007. The event was sponsored by the BTW Student Government Association (SGA). The coordinator of the Homecoming event and SGA is non other than the very capable Ms. Sonya Bryant (math department BTW and proud member of the BTW class of 1985)

The program included a welcome and remarks by the school principal, Dr. Curley White; an invocation by Mr. Algenon Lewis, BTW sophomore; introduction of speaker by Ashlyn Hamilton, SGA president; and special guest speaker, Dr. Mairus T. McFarland, Caddo Parish Coroner. The 2007 Homecoming Queen is Ms. Danielle James. Her royal court was also presented to the gathering.

Our president, Dr. G. Jean Nichols, also addressed the group. She made a strong appeal to the audience to support the BTW Alumni Foundation. A copy of our Strategic Plan and major gift activity was distributed to the attendees.

Classes in attendance were also recognized in a roll call format. It was pleasing to see representation of many years spanning the existence of this historic institution. Afterwards, a photo session was held and classes gathered for group photos to commemorate the event.

As Dr White pointed out, we look forward to this event growing each year. It may evolve into an evening affair as it matures.

So, why not mark your calendars now as we look forward to the 2008 version of this wonderful fellowship.

Thanks to Dr. White and his entire staff for making us feel not only welcome on campus, but rather feeling like we were truly "home."

Foundation Meeting (Special Call Meeting)

A special call meeting will take place on September 20, 2007 at 5:00 p.m. with board member Mr. Willie Burton. The meeting will take place at the BTW Heritage & Academic Center located at 2100 Milam. The J.S. Clark feeder situation is expected to be discussed.

Update: Mr Burton did meet with the members as scheduled. He provided his perspective on the recent board action and assured the members he is working to enhance BTW. We appreciate Mr. Burton's time and willingness to discuss this issue. However, the general view of the members is unchanged from our previous post. We will of course continue to work with all concerned to provide for our students and to protect the legacy of this proud historically black high school.

Feeder School Expectations Not Met by Recent Board Action

A Times story called Growing pains that ran on February 21, 2006 says "Superintendent Ollie Tyler estimated the purposed changes (redrawing district lines, etc.) would mean 80 more students at the most for Booker T. Washington, based on the number of freshmen this year. About 30 students now in Byrd's zone and up to 50 students now in Fair Park's zone would be sent to the school."

Of course, the article was covering the proposed changes in district lines. These proposed changes were a direct result of Mr. Willie Burton asking the superintendent to develop ways of increasing enrollment at BTW.

The article goes on to state that "In the long run, Tyler said the key to a larger student population is coupling the changes in zoning with aggressive marketing of Booker T. Washington's unique programs, especially telecommunications. She points out that it's the only one of its kind in the parish and that several participants have gone straight to work at local TV stations."

A Times article on August 22, 2007 states that "The declaration of the feeder school, which won't go into effect until next year, could bring about 50 students to the Shreveport high school each year."(Without redrawing district lines)

The final position of the foundation is that the recent board action declaring J.S. Clark a feeder to BTW (without redrawing of district lines or other modifications of board attendance zone policy) will not offer a significant benefit to BTW in the long run.

This issue should therefore remain on the front burner for all friends of BTW.

Board agrees J.S. Clark to feed BTW(but what does that really mean)

During its August 21, 2007 meeting, the CPSB approved item number 21 on its agenda without debate. That item reads: "Feeder School for Booker T. Washington High School (Burton)."

On August 22, 2007, The Times reports this development as " J.S. Clark Middle to feed students to BTW, board decides." The problem is that this approval apparently comes without the requirement to redraw distrist lines or any other parameters.

That leads to the obvious conclusion that the approval was little more than an empty gesture. Board member Willie Burton is quoted in The Times article as saying "Redrawing the district lines wouldn't have changed a whole lot, and it wouldn't be relevant because students can choose where they want to go."

This of course is 180 degrees from item 17 that was on the boards agenda for Febuary 21, 2006. That item read: "Feeder Pattern proposal for Booker T. Washington High School (Burton/Robinson 603-5474).

It came with a recommendation of then superintendent, Ollie S. Tyler. The recommendation was designed to "...establish a main feeder pattern by realigning J.S.Clark Middle School to feed Booker T. Washington High. Attached are maps depicting the recommended changes to the BTW attendance zone.

Listed below are the proposed changes designed to address the declining enrollment.

1.Realign Booker T. Washington's southern most boundary.........
2.Realign Booker T Washington's eastern boundary................
3.Cap the enrollment at C.E.Byrd High School to 1,950 students from outside the attendance zone. The Magnet Program enrollment will not be affected."

Of course, item 17 was pulled from the agenda by Mr. Burton in order to allow the community to fully understand how the proposed changes affected them.

The foundation is now seeking further information and clarification on this development before issuing a final assessment. However, on a prelimanary basis, we have serious reservations about how this latest move by the board will truly benefit BTW.

CPSB may vote on Feeder School for BTW

Published reports indicate that the CPSB may vote to make J.S. Clark a primary feeder to BTW at its upcoming meeting on Tuesday, August 21, 2007. A review of the online agenda for the board does show this as an item for consideration.

Interested friends of BTW should plan to attend this board meeting as a show of support for this agenda item. The meeting will be held at 1961 Midway St, starting at 4:30p.m.

We know that the feeder school designation is not the total solution to fully restoring BTW. But it is the right thing to do. It simply corrects one of the clear disparities impacting our school, its students and the community.

BTW Must Offer Choice

A preliminary list of Schools that must offer choice was recently released by the Louisiana Department of Education. BTW, deemed Academically Unacceptable, was among 12 Caddo Parish schools so identified under the terms of the No Child Left Behind act.

"Each consecutive year that a school is labeled Academically Unacceptable, it moves to a higher level of AUS (2-6+). Each higher level has additional and more stringent consequences for the school and can eventually lead to take-over by the state."

BTW, already in AUS 2, was required to "offer Supplemental Educational Services (SES) if it is a Title I school. The U.S. Department of Education defines Supplemental Education Services as "tutoring or extra help provided to students in reading, language arts/English, and math from approved providers." This "extra help" must be offered outside of regular school hours. These schools also must receive additional assistance from the school district along with additional support from the LDE."

Corrective Actions List Mandated by NCLB:
1. Replace school staff
2. Implement new curriculum
3. Decrease management authority
4. Contract an outside expert
5. Extend the school year or school day
6. Restructure

BTW is now in AUS 3. "Schools in AUS 3 continue the remedies from AUS 2. They must also write reconstitution plans with assistance from the district and add one item from a corrective actions list mandated by NCLB. The state also offers the support of a Distinguished Educator when funding is available."

All interested alums should be on high alert. You should plan to attend the next announced meeting of the alumni foundation. We must be at the table when any planning is taking place and be prepared to support our school as required.

1964____The class of 1964 is making plans for its next reunion. Tentative dates are July 3-6, 2008 in Shreveport. 1. As reported in The BTW Class of 1964 Newsletter ( Summer,2007), this class awarded two scholarships to outstanding 2007 BTW grads. Recipients were Frederick Washington and Lisa Bright. Each received a $500.00 award.

2. As reported in The Times on July 22, 2007, the Shreveport City Corvette Club awarded a $1000.00 scholarship to Ardaisha Jacobs.

3.UPDATE JULY 3, 2008: As reported in the Summer Edition (2008) of the class newsletter "The Class of 1964 presented two (2) $500 scholarships. Minister Calvin Austin, Chairman of B.T.W. Class Reunion presented scholarships to Alexis Davis and Robenyce Green. Classmates that attended the Awards Ceremony on May 8 2008 are H. Calvin Austin, III, Felton Downing, Pearlie Douglas, Bertha Jackson and Maxine Webb.

Focus Group Report Accepted by CPSB

During its regular meeting on June 19, 2007, the CPSB accepted a report prepared by a board appointed focus group. Among the recommendations contained in the report, is to make J.S. Clark a primary feeder school to Booker T. Washington. It should be noted that acceptance of the report does not mean the board will ever take action on same. However, friends of BTW should track developments in this area very closely to insure that the board does in fact correct what is clearly an inequity.

Please remember it was in September, 2004 that District 3 board member Willie Burton first raised the issue of a feeder school for BTW. In response, the staff in fact redrew district lines and Mr. Burton introduced a motion to implement the new alignment in February, 2006.

However, there was a local uproar about the public not having had sufficient notice of the proposed changes. Mr. Burton pulled his motion in order to be fair and to make certain that everyone had appropriate notice. It was this issue that lead to the appointment of the focus group. The group was to look at broader district issues to include the BTW feeder matter.

A front page news story in The Times on June 19, 2007, said enrollment at BTW was 426 as of February, 2007. The enrollment was 443 when Burton first raised the issue (2004-05) and it fell to 432 (2005-2006). If the 426 figure is correct that takes us to (2006-07).

Obviously as the issue drags on, the situation becomes increasingly more serious for BTW.

BTW Alumni Foundation blog

On May 24, 2007 the following news release ran in the Shreveport Sun. "The Booker T. Washington Alumni Foundation announces the creation of its new blog at http://btwalums.blogspot.com. The blog will be used to keep alumni family and supporters up to date regarding critical issues involving their Alma mater. Feedback and suggestions can be made by attaching comments to a given post.

The foundation says it is taking advantage of technology to "improve communications with the BTW family."

Feeder School for BTW

Although the proximity of J.S. Clark to Booker T. Washington would suggest otherwise, BTW does not receive its appropriate share of students coming from JSC. On June 5, 2007 a school board appointed focus group made a recommendation, among others, that JSC be designated the primary feeder to BTW. The board will consider accepting the groups report at its next meeting on June 19, 2007. Thereafter, it is important to follow board action on this item.

Interested alums and friends should follow this issue closely. BTW enrollment has plunged from 962 during the 95-96 school term to 432 during the 05-06 term. While the feeder school situation may not be the sole cause of this decline, it is nevertheless a contributing factor and it is one that should be promptly addressed.

BTW principal escapes injury in Milam wreck

"Three people went to local hospitals, and the principal of a Shreveport high school miraculously escaped death Friday afternoon in a three-vehicle wreck at Milam Street at Hearne Avenue.

One of the cars in the 4 p.m. accident-not the at-fault vehicle-was driven by Booker T. Washington High principal Curley White,50.

A silver westbound Mitsubishi that police said raced through a red light struck a Chrysler 300, ramped off a rise in the road and landed atop of White's Infiniti.

The two people in the Mitsubishi and the driver of the Chrysler, all unidentified, were taken to local hospitals with injuries police said were not believed to be life-threatening.

White walked away unscathed."
